ChatGPT and Codex will share one usage allowance from December, and Work is moving into regular Chat
OpenAI says that starting in December, Plus, Pro and Business plans will draw ChatGPT and Codex usage from the same token-based allowance, while plain Instant chats stay free of the meter. It's also testing a single Chat-plus-Work experience with a small group. Here's what changes and how to avoid running out mid-task.

What happened
One allowance for ChatGPT and Codex. OpenAI’s help center now says: “Starting in December, Plus, Pro, and Business plans’ usage allowance will be shared across ChatGPT and Codex as we bring the agentic capabilities of Work into the main ChatGPT experience” (OpenAI Help Center). Usage will be measured in tokens, so how much you use depends on the model and the task. “Instant chat will not draw from your usage.” You’ll see combined remaining usage and reset times in Settings → Usage, and when you run out you can wait for the reset, upgrade, or buy credits. OpenAI says it expects “most users won’t need to wait for their usage to reset more often than they do now.”
Work is coming into regular Chat. In an email to subscribers seen by BleepingComputer, OpenAI said it will test a combined Chat and Work experience with a small group of users in the coming weeks. You’d bring in files and plugins and ask ChatGPT to “build a website, create a presentation, or do things for you on the web, while reviewing and guiding its work,” without switching tabs. Codex stays a separate experience in the ChatGPT desktop app (BleepingComputer).
Pro tiers got more room. The same email says Work and Codex allowances for Pro 100, Pro 200 and Pro 500 were doubled, effective October 29 (BleepingComputer).
Our take
ChatGPT is turning from “a chatbot with an agent tab” into one agent with one budget. That’s simpler to use, and it’s the same direction Claude and Gemini are heading. But it also means your big tasks now compete with each other. A long Codex job on Monday can eat the allowance you wanted for a report on Tuesday.
For founders and business leaders:
- If your team uses both ChatGPT Work and Codex, check Settings → Usage in the first week of December. Look at who hits limits and when. That tells you whether Plus is still enough or a few people need a bigger plan or credits.
- Keep everyday questions on Instant. It doesn’t touch the shared allowance. Save the advanced models for work that actually needs them, like long research, decks or multi-step web tasks.
- Don’t budget by “messages” anymore. OpenAI is explicit that the allowance isn’t a fixed number of messages or tasks. Budget by what kind of work you hand it.
For everyday users: if you mostly chat, plan for nothing to change, since Instant stays unmetered. If you’ve started asking ChatGPT to build things or do tasks on the web, glance at Settings → Usage before a big job so you don’t get cut off halfway.
